The Client
Guardian Pipeline, LLC - Milwaukee, Wisconsin

The Issues
Guardian Pipeline, LLC (formed by Wisconsin Gas, CMS Energy and Viking Gas Transmission) needed strong public affairs support for two projects:
A $230 million pipeline project to transport natural gas from northern Illinois to southern Wisconsin.
A 35-mile, $47 million lateral pipeline from the Guardian terminus to its distribution facilities in suburban Milwaukee.

The Actions
Drawing on its siting and regulatory experience, Neil Palmer & Associates designed a public affairs strategy and communication program to support regulatory review and approval activities, advising and directing and integrated public affairs team.

For the pipeline project, Neil Palmer & Associates worked on several fronts:
Creating a public affairs strategy to build support among third parties and minimize opposition. The plan was developed well in advance of the public announcement of the project allowing time to develop messages, identify stakeholders and potential supporters and to maximize news value.
Executing the communications strategy for landowners and local elected officials, arguably the most affected stakeholder groups.

For the lateral, Neil Palmer & Associates created a complementary public affairs campaign designed to involve and inform local community officials and tailored to individual communities. Neil Palmer also served as principal project representative to local government officials

The Results
The Guardian Pipeline received approval from the Federal Energy Regulatory Commission in March 2001. The connecting lateral was approved by the Public Service Commission of Wisconisn in July 2001. Guardian Pipeline went into service in December 2002.
