The Issue
FPL Energy Illinois Wind, LLC, a subsidiary of NextEra Energy Resources, Juno Beach, Florida proposed a 226.5 MW wind project consisting of 151 GE 1.5 MW turbines sited in DeKalb and Lee counties. Applications were filed in late 2008 and Lee County quickly approved applications for the 18 turbines requested. The application for 119 turbines subject to DeKalb County zoning jurisdiction and 14 turbines subject to zoning by two DeKalb county Villages encountered significant opposition. The initial county public hearing had to be rescheduled due to the overflow crowd. County Board members were under intense pressure to slow down and defeat the project. Well organized project opponents hired legal counsel and expert witnesses to oppose the Special Use Permit application.

The Actions
NPA provided local relations and zoning process support to explain and defend the project applications to DeKalb County, and the Villages of Shabbona and Lee. NPA also managed a necessary annexation of lands necessary for part of the Village of Shabbona turbine siting. Permits for 145 turbines were ultimately approved and NPA provided construction issue management and road and building permit services.

The Results
Construction began in mid-July 2009 and all 145 units were in commercial operation on January 1, 2010.

NPA continues to provide operational issue management and local permit close out services.
