The Client
PrimeCo Personal Communications, LP (now Verizon) - Dallas, Texas

The Issue
PrimeCo, a digital wireless telecommunications company, competed in a highly competitive race to establish service under licenses purchased in Federal Communications Commission (FCC) auctions. The Wisconsin office of PrimeCo needed to secure local government permits to install antennas throughout much of eastern, central and southern Wisconsin.

The Actions
With extensive experience in facility siting and a solid grasp of business and technical issues, Neil Palmer & Associates managed all interactions with city, village and town governments. Actions included:
• Conducting one-on-one meetings with elected officials and staff.
• Assisting municipal governments with the drafting of wireless communication facility siting and permitting ordinances.
• Securing rezonings, zoning permits and conditional use permits where required.
• Helping in lease negotiation for antennas on municipal water towers, communications towers and public land.
• Drafted model antenna siting ordinances.

In addition, the firm’s President, Neil Palmer, who has considerable experience as a village board member and plan commissioner, served as a highly credible and effective PrimeCo representative at board, council and commission meetings and public hearings.

The Results
PrimeCo was the first PCS licensee to launch service in Wisconsin. Based on the firm’s early successes, PrimeCo asked Neil Palmer & Associates to assemble a team of local relations representatives to expand service to other parts of the state.

PrimeCo was successful in siting, permitting and constructing wireless system facilities throughout Wisconsin.
