The Issue
R.C. Cord, a national real estate development firm, hired Neil Palmer & Associates to help develop a prime piece of property on Lake Michigan for construction of a hotel, marina and a 1,500-unit residential project. The land, in the City of St. Francis south of Milwaukee, had been the site of a power plant operated by a major electric utility. The power plant's operations had contaminated the property.

The Actions
Neil Palmer & Associates assisted in negotiations with the utility, which agreed to pay for remediation of the site. The firm also handled negotiations with the Milwaukee County Executive's office and the county Department of Parks, Recreation and Culture to secure a lease for lakebed rights to allow construction of a marina.

Working with the City of St. Francis common council and plan commission, Neil Palmer & Associates secured a zoning permit and a planned unit development (PUD) zoning overlay. The firm also assisted in scripting and production of a video to be used for marketing the project, and helped the developer select and screen builders for the residential units.

The Results
Neil Palmer & Associates' work for R.C. Cord ended successfully when the company sold the property at a significant profit to a major corporation that had recently built a new headquarters on an adjoining lakefront site.
